Plan Integrity Review (PIR)
Independent clarity for existing or proposed executive benefit plan decisions.
When organizations request a review
A review is typically requested at key decision points, including:
- When an executive benefit plan (e.g., 457(f), SERP, REBA, Split-Dollar) has been in place for years and leadership wants confirmation that it is still functioning as intended
- When a plan is about to be approved or implemented, and the organization wants an independent second set of eyes before committing
- When leadership, a board, or counsel wants clarity on how the structure works and what assumptions it relies on
- When there is concern about long-term sustainability, governance, or external defensibility
Overview of Plan Integrity Review
01
What it Is
A Plan Integrity Review is a high-level, independent assessment of an existing or proposed executive benefit arrangement.
02
The Focus
03
End Goal
The goal is not to validate performance or predict outcomes, but to confirm that the plan is intentional, understood, and defensible before or after implementation.
The purpose
Not change for the sake of change – but confidence that what you have is intentional, understood, and defensible.
What We Review
Each review is tailored to the organization, but typically includes:
- Plan intent vs. proposed or current operation
- Key structural and economic assumptions relied upon
- Vesting timelines and benefit timing awareness
- Funding mechanics and sustainability at a high level
- Governance, monitoring, and decision documentation
- Incentive and compensation awareness at the governance level
- Board- and examiner-readiness considerations
The review focuses on clarity and understanding – not on validating product performance or recommending changes.

Further Information
-
By design, a Plan Integrity Review does not include:
- Legal interpretation or formal compliance opinions
- Rewriting plan documents
- Historical fault‑finding
- Product recommendations or implementation
This keeps the review objective, focused, and independent.
